Contribution for the modification of driving instruments for holders of special driving licences

OBJECTIVE OF THE MEASURE
The measure aims to promote individual autonomy in personal transportation, with a view to facilitating socio-occupational integration through a reimbursement grant for a portion of the expenses incurred in modifying driving instruments.
ELIGIBILITY
Individuals recognised as having permanent motor disabilities, who hold special driving licences in categories A, B, or C, and are residents within the jurisdiction of ATS Val Padana (Mantua – Cremona – Crema).
TYPE AND CHARACTERISTICS OF THE ASSISTANCE
The grant pertains to the adaptation of driving controls in type-approved or mass-produced motor vehicles intended for individual mobility. The interventions may exclusively concern modifications to driving controls prescribed by the Local Medical Commission (LMC) for special driving licences and indicated on the licence (codes).
In cases where the driving adaptation consists of a standard device, it must be possible to discern the cost of the specific aid from the invoice or a declaration from the Dealership. The grant is calculated at 20% of the expenses incurred, including 4% VAT, for the modification of driving controls (components, installation, and testing).
MODE OF ACCESS
To access the grant, it is necessary to submit an application accompanied by the following documentation:
- invoice(s) issued by the supplying company, detailing the modifications made to the driving controls and their respective costs, with proof of payment (bank statement or receipt);
- photocopy of the special driving licence;
- photocopy of the vehicle registration document;
- copy of disability certificate (if available);
- statutory declaration attesting to the conformity of the submitted document copies to the originals.
The application must be submitted to the Local Health and Social Care Authority (ASST) of residence using the appropriate forms and attaching the required documentation. The application, once registered and meeting the eligibility criteria, will be forwarded to ATS Val Padana for final validation and concurrent disbursement.
If the application is found to be incomplete, it will be suspended with a subsequent request for additional documentation.
The beneficiary of the grant may not submit a new application until 4 years have elapsed since the grant was awarded. An exception is made in cases where the vehicle has been deregistered from the Public Motor Vehicle Registry due to theft or destruction (fire, severe accident, natural disasters, vandalism).

Additional Information
Individuals who receive the benefit under Article 27 of Law 104/92, upon verification of meeting the specific requirements of the "Purchase of technologically advanced aids/instruments for people with disabilities or specific learning disorders (SLD)" Grant, may apply for the regional contribution pursuant to Regional Law 23/99, provided that the total sum derived from the combination of the two contributions (Article 27 of Law 104/92 and Law 23/99) does not exceed 70% of the cost incurred for the modification of driving instruments.
